We read the fee pages of 119 journals published in Canada: 57 say on their own pages that authors pay nothing; 20 charge authors or sell optional open access; for 39 we found no clear statement; 3 are closed or subscription-only. Flat amounts range from 1,350 to 3,900 CAD (9 journals) and from 600 to 3,655 USD (8 journals); some titles charge per page instead.

How to read this page

This is a selection, not a census. DOAJ lists 233 journals published in Canada, 184 of them with no APC and no other fees. We picked the largest Canada-published open access journals that charge, the largest that do not, and well-known titles of Canadian societies and publishers, then read each journal’s own page — or its publisher’s fee page — for what it says about author charges. The page address is recorded for every row, and we checked them all on 14 October 2026.

A journal is listed as charging nothing only where its own page says so. Where we found no statement, or could read only a search summary, it is listed as unclear, not as free. Amounts are list prices in the currency the journal states, before tax, waivers and institutional agreements.

What the examples show

9 journals state a flat price in Canadian dollars (median 3,400 CAD) and 8 in US dollars (median 2,595 USD). 7 of the charging titles are hybrid, with open access as an optional extra. Several Canadian Science Publishing journals quote one number that is in Canadian dollars for authors in Canada and in US dollars elsewhere; the amount in the table is that number, so read the conditions. Arctic and The Forestry Chronicle charge per page rather than per article.

Most of the list is the other side: 57 journals say on their own pages that they charge nothing, many of them run by universities and societies on platforms such as OJS and Érudit. For the rules that apply to Canadian-funded work see below.

Tri-Agency Open Access Policy: two policies, one date apart

Grants awarded from 1 May 2015 to 31 December 2026 fall under the 2015 policy: peer-reviewed articles must be freely accessible within 12 months of publication, by repository deposit or an open access journal, and the cost of open access publishing, including article processing charges, is an eligible expense. Grants and Chair awards made on or after 1 January 2027 fall under the revised 2026 policy.

The 2026 policy removes the 12-month delay: the accepted manuscript or version of record must be freely available at publication, with no embargo and an open licence (the agencies prefer CC-BY), in a Canadian institutional repository or on a trusted Canadian platform such as Érudit, PKP Publishing Services in Canada or Scholars Portal. It recognises diamond open access. Its text does not mention APCs; the agencies’ guidance and FAQ says APCs for immediately open articles remain an eligible cost. We found no rule specific to hybrid journals on either page. Student and postdoctoral awards are excluded from the policy.

CRKN read-and-publish agreements

The Canadian Research Knowledge Network lists agreements that cover open access publishing for authors at participating institutions with Cambridge, Canadian Science Publishing, IOP Publishing, Oxford University Press, the Royal Society of Chemistry, SAGE and Wiley; terms and end dates differ by publisher (several end in 2026 or 2027), and the Canadian Science Publishing arrangement waives APCs in a few journals and gives 25% off hybrid titles. Check your library’s list on CRKN’s open access page before you pay an APC.
