Publication fees for authors in Türkiye

Türkiye is on no publisher’s country waiver list and is not eligible for Research4Life. Fees are covered through TÜBİTAK ULAKBİM’s EKUAL agreements — two of which have run out for 2026.

EKUAL read-and-publish agreements

  • Cambridge University Press, 2026–2028: open access with no cap in gold and hybrid journals for EKUAL institutions.
  • IOP Publishing, 2026–2028: researchers at 239 Turkish institutions publish open access without an APC, with no quota.
  • Oxford University Press, 2026–2028: an annual quota — 400 articles in 2026.
  • Royal Society of Chemistry, 2026–2028: an annual quota — 255 articles in 2026.
  • Wiley, 2026–2028: covers Q1 and Q2 journals in the Journal Citation Reports. Its funding for 2026 is exhausted (Wiley update of September 2026).
  • Springer Nature, 2024–2026: the agreement has reached its article allowance and is not covering open access fees until further notice.
  • Elsevier and Taylor & Francis: EKUAL holds reading licences only, with no funded open access.

Pilots and requests

  • Springer Nature: authors in Türkiye pay 25% of the APC in the journals of its country-tiered pilot, including BMC titles.
  • Elsevier: in its pricing pilot of about 300 gold open access journals, Türkiye is in the “upper-middle income 3” band and pays 90% of the list APC.
  • Oxford University Press: 25% in fully open access journals (policy page as archived on 31 July 2026).
  • Taylor & Francis, Frontiers and PLOS accept individual requests; Sage offers limited needs-based discounts.

Rules that decide where to publish

  • For associate professorship (doçentlik), articles in predatory or dubious journals as defined by the YÖK decision of 30 December 2021 cannot be counted. Under that decision, Web of Science Q1–Q3 journals are never predatory, while Q4 journals that charge editorial or APC fees count as predatory or dubious, with a narrow exception.
  • TÜBİTAK’s UBYT incentive pays only for papers in Web of Science core or Scopus Q1/Q2 journals on its annual list. It abolished its extra open access coefficient in 2025, and TÜBİTAK says the list should not be used to choose journals.
  • DergiPark hosts non-profit diamond open access journals free of charge. Journals there may still charge authors, but they must publish their fee policy; TR Dizin requires the same.

DOAJ lists 706 journals published in Türkiye; 656 of them charge neither an APC nor any other fee.
