American Meteorological Society — publication fee waivers

AMS decides waivers case by case rather than by country list: a partial waiver for funding constraints is turned around within 5 business days, while a full waiver goes to an AMS Council committee and can take up to three months. A full-waiver request or use makes that manuscript ineligible to reapply for 12 months.
