Journals without publication fees, by field
A waiver is one way not to pay. The other is a journal that never charges. Diamond open access — no fee to publish, no fee to read — exists in most disciplines, but it is scattered and poorly indexed. This page collects titles that charge nothing and are indexed in Scopus or Web of Science, so they count for hiring, tenure and grants.
A diamond journal charges the author nothing and the reader nothing — the cost is met by a university, a society, a national consortium or a funder. The catch is findability: of the 10,000-plus no-fee journals worldwide, only a minority sit in Scopus or Web of Science. This list is limited to ones that do.

Routes that cover a whole field
Particle physics — SCOAP3
Every author in high-energy physics can publish open access at no charge, in the field's leading titles, with no request and no eligibility test. A CERN-led consortium of 3,000 libraries and funders pays the charges centrally. It covers the Journal of High Energy Physics, Physics Letters B, the European Physical Journal C, Physical Review D and others — for the particle-physics content in each. SCOAP3 journal list →
Latin America — SciELO and Redalyc
Two decades-old, publicly funded networks host thousands of journals that are free to author and reader alike; a large share address regional priorities and a growing number are indexed in Scopus. “None” means no article processing charge to the author. Indexing is recorded as of our last check; databases add and drop titles, so confirm before you submit. SCOAP3 titles are free for particle-physics articles under the consortium agreement.
