EIFL negotiates agreements with publishers on behalf of library consortia in developing and transition countries. Those agreements can produce waivers and discounts that follow neither the Research4Life groups nor the World Bank bands, creating a third eligibility mechanism.

Why it produces surprising results
EIFL membership is not tied to income classification. Countries that appear on no low-income list can qualify through an EIFL agreement, which is why eligibility cannot be predicted from economic indicators alone.
How it combines with other routes
ACM merges its EIFL and Research4Life agreements into a single 100% tier and applies the World Bank list only to countries not already covered.
Common misconceptions
EIFL is not an alternative name for Research4Life. They are separate organisations with separate country coverage.
