Do I have to pay to publish open access?

Not necessarily. Fully open access journals usually charge an article processing charge, but many waive it entirely for authors in eligible countries, and diamond journals charge nothing to anyone. In a hybrid journal you can publish at no cost through the subscription route, though the article will not then be open access. Depositing a copy in a repository is free.

Which author's country decides whether a waiver applies?

It depends on the publisher, and the differences are large. Wiley, Taylor & Francis, Springer Nature, Sage, Oxford and Cambridge read the corresponding author's affiliation. Elsevier requires every author to be in the same Research4Life group. IEEE applies the lowest entitlement in the group and gives nothing if one author is ineligible. BMJ additionally asks where the research was carried out and whether it was funded.

Usually not. Most publishers require the request at or before submission. BMJ states that applications made during peer review or after acceptance are not considered. The stated reason is that authors can publish in a hybrid journal at no cost via the subscription route.

No. Journals without author charges are usually funded by a university, learned society, ministry or consortium rather than by authors. Author-pays became the default in commercial publishing, not in scholarly publishing as a whole, and many no-fee titles sit in the first quartile of their fields.

First check whether you need to. Wiley, Sage, Elsevier, Cambridge and PLOS apply reductions automatically from your affiliation. Taylor & Francis, Springer Nature, BMJ, BMC, MDPI and PeerJ require a request, and all of them require it at or before submission. State your institution and country; where a country list exists, that is the entire case.

MDPI grants waivers and discounts case by case rather than from a published country list. Elsevier runs a similar pilot across 143 fully open access journals, and Wiley prices 33 Latin American countries on purchasing power.

Check the Scopus source list at the source rather than trusting a badge on the journal's site. Confirm the title and ISSN match, and look for a coverage end date, which indicates the title was discontinued. Phrases such as 'Scopus approved' or 'under evaluation' mean the journal is not indexed.
