EIFL
EIFL negotiates with publishers on behalf of library consortia in developing and transition countries. Agreements reached this way can grant waivers and discounts that follow neither the Research4Life groups nor the World Bank bands, which is why eligibility cannot be predicted from economic indicators alone.

How it works
A separate mechanism, not a synonym
EIFL is an independent organisation. Its country coverage overlaps with Research4Life but is not identical, and membership is not derived from income classification.
How it combines with other routes
ACM merges the countries covered by its EIFL agreement and its Research4Life agreement into a single 100% waiver tier, then applies the World Bank lower-middle income list at 50% only to countries not already covered by either.
Where it produces unexpected results
Because eligibility flows from consortium membership rather than income, countries that appear on no low-income list can qualify through an EIFL agreement.
